Along with iOS 13, Apple took a surprise revelation of iPadOS, a whole new operating system, just meant for iPads. This comes amid lots of request from users regarding addition of features like download manager, full fledged safari desktop type of browser, support for iCloud Drive and much more.
Luckily, all these features have been included in iPadOS 13, which will be officially available with new iPads later this year.

UPDATE: iPadOS was expected at the end of September 2019, but it was rolled out with iOS 13 in the middle of September 2019, to the surprise of many users who were waiting for the September 30 release.
For now, if you want to try out iPadOS 13 on your supported iPad, which include iPad Pro 3, iPad Pro 2, iPad Pro 1, iPad Air or iPad Mini 4, then you can proceed with manually installation through iTunes by downloading iPadOS 13 .ipsw files.

Once you have got the right iPadOS 13 .ipsw file, you can proceed with its installation using iTunes.
UPDATE: Beta 4 of iOS 13.1 and iPad OS 13.1 are now available to download. 13.1 includes features that are not present in the general iOS 13 release, and we have to assume it contains bug fixes, though there is some talk that there are new features in it. You should be able to get Beta 4 updates for download now through the Settings app.
